The Heritage of Daniel Haston

 

Revolutionary War Bounty Land Warrants
Issued by the State of North Carolina on September 29, 1785
And Delivered to William Faircloth


On September 29, 1785 in NC Revolutionary War bounty land warrant #2344, a "Daniel Haston" was granted 640 acres in what is now Middle Tennessee for his service as a private in the North Carolina Continental Army (see Daniel's timeline).  This warrant was delivered from North Carolina's Secretary of State, James Glasgow, to William Faircloth, who effected the transfer.  This "Daniel Haston," apparently, transferred that warrant to Thomas Hays on the very next day.  Later, Thomas Hays transferred this land warrant to Thomas Archer as witnessed by James Hays and Robert McKemie More

On that same day, 50 other military bounty land warrants were issued through William Faircloth, formerly a lieutenant in the 10th Regiment of the NC Continental Army under Abraham Sheppard.  The NC military land grant process was deeply infected by fraudulent activity, now know as the Glasgow Land Frauds. Land warrant officers found a variety of ways to use the system for self gain. One such officer was William Faircloth, who assigned the 51 warrants on September 29, 1785.  For various reasons, 31 of the 51 warrants issued on that day by Faircloth were mentioned in the Glasgow Land Fraud investigation. 

The Commissioners eventually decided their available time could be best spent by looking for the following types of fraud:

  1. They first tried to determine if the soldier or officer had mustered into the Continental Line and had served the required minimum time for the land granted.  In their reports, the Commissioner did not always mention if the soldier mustered or not.  Perhaps this is partly because they were so busy making remarks about other fraud for a particular warrant, and they forgot or didn't have room to indicate "mustered" or "not mustered."  This review was hampered because the early certificates (numbers 1 through 3723) had been sent (in Jan. 1790) to Philadelphia so national government could settle its war debt with North Carolina.  The complete list was later printed in State Records of North Carolina vol. 16 p. 1002-1197.
  2. If the soldier's service record proved OK, the Commissioners then looked at the first assignment of the warrant which should have been from the soldier (or his heir or attorney).
  3. The Commissioners stopped their review at this point if the soldier's service record was OK, and the assignment was made by the soldier, or his heir (with no strange handwriting or undated assignments creeping in).  This means they didn't bother with possible forgeries in a second or third assignment if the first assignment was OK.

Investigators seem to have concluded that Daniel Haston's warrant #2344 was legitimate, since it was not mentioned in the Glasgow Land Fraud investigation.  For example, there is no suggestion that they found evidence to suspect that he had not mustered or had deserted.

 Some General Observations:

  • 27 of these 51 (53%) of these warrants were assigned to Benjamin Sheppard.  Benjamin Sheppard had served as paymaster in the same unit (10th Regiment) of the NC Carolina army during the Revolutionary War. He was declared unworthy of holding office when he was suspected of counterfeiting. 
  • 31 of these 51 (61%) of these warrants were mentioned in the Glasgow Land Fraud investigation.
  • 14 of the 31 (or at least the numbers of those warrants) mentioned  in the fraud investigation were not military warrants.
  • 17 of the 31 involved soldiers who didn't muster, or who deserted, or some other type of irregularity.
